It holds a flag pole.
Once you screw it to the support, the flag pole slips in and you secure it with a thumb screw. It can hold the flag up at about a 60 degree angle or in the event you want to lower it you can reposition the pole so it hand dead horizontal-kind of like a poor man's half mast.

I decided I wanted a flag
I have nothing to compare this with. I decided i wanted to display an American flag at my home so I started doing some research. 1 company offered a 3 by5 flag for SEVEN dollars! Probably made in China and junkie. I wanted my flag made in America. Then the company you pledge to had a nice full set but it was 150 dollars. THIS company came in and met my needs for under 80 dollars shipped. I received my parts in about a week and am satisfied with the quality. It now flies off my front porch.

3’x5’ American and Texas Nylon Flags a. They fly good and really look sharp on our 25’ flagpole.
I really like the quality of these nylon flags. Bought two, 3’x5’ American Flags and two Texas Flags. I’m flying one set on a 25’ flagpole and one set I use to provide a motorcycle escort for veterans funerals. They look well made and very bright colors.
